In Western Europe, every more or less convex nuance of the history of a state or region (even if it is a small San Marino) is overgrown with almost a dozen institutions, not always state ones, by the way, in which almost every sneeze and step of very ambivalent historical subjects in a broad sense is studied. Especially in the young, but very pretentious America of the United States, which embodies all world justice. In our country, for example, even many leading humanitarian specialists do not realize the spiritual value of the Ipatievsky MONASTERY. The Russian writer Boris Shiryaev, who died quite a long time ago and in a very far abroad, devoted a special part of his documentary and artistic epic of wanderings "The Inextinguishable Lampada" to an entertaining and instructive, tragic fate of a kind of village monarchy in some Villages of the Kostroma province (I could not identify the area, and, frankly, I did not really try) in the early years The Soviet government. At the same time, all Russians learn about the French emperor Napoleon almost with their mother's milk how many percent of cyanide potassium was found in his hair, they reflect on Lermontov's "Airship" (probably, just not to "memorize" the imposed "Borodino" by heart). The events, of course, are incomparable, but the fact is significant. The outstanding national artist (if not to say a thinker of the Chesnyakov level) Grigory Pavlovich Kusochkin was glorified wherever, in whatever catalogues he was not included. Paris, London, New York, St. Petersburg, Moscow... To look at some smear of luminaries like Picasso or Modigliani, international tourist routes are organized in the restaurant toilet using the finest marketing technologies, and we did not even know Grigory Pavlovich by sight until, thank God, a series of TV shows on all Russian channels was dedicated to him in one gulp. Why is this happening? Is it a consequence of poverty or the result of the conscious policy of the ruling elite of the country and the world? The regions of the Kostroma Region are Austria, Switzerland, Bavaria, Armenia, Moldova, and Georgia... Georgia! I served in the army there. In this small but very great country, judging even by the appearance of its President Shevardnadze, although it is smaller than the Kostroma region, there are so many different, but Georgian-speaking peoples! Kakhetians, Meskhetians, Imereti, Iveretians, Mingrelians, Khevsurs... Adjarians (mostly Georgian-speaking Muslims) even have their own autonomy. And some peoples are not Georgian—speaking at all — South Ossetians, Abkhazians, Kurds, Armenians, Greeks, even Assyrians. In the Kostroma Region, and in any Russian "province" — not much less: there are plenty of the same Georgians or Armenians everywhere, quite moderate, loyal, and so on. Having, as a rule, their own officially registered associations within the framework of cultural autonomy. Well done! And Israel! He is the only one with all his "illegal" (and I am for the fact that every nation knows better where its ancestral lands are) territories half the size of the Kostroma region. The total number of Jews worldwide, according to the "Soviet Encyclopedic Dictionary" in 1987, is about 14 million. Meanwhile, the fate of Israel is being preoccupied (it is very instructive how he achieved this!) all the united nations of the world. In the Kostroma Region and its diaspora, it seems to everyone, and especially to its semi-migrant, Varangian leadership. I don't care if they build a public atomic bomb here in the form of a nuclear power plant or not. Because they do not know the value of this land, the greatness of its spirit. Kostroma is a holy land. I will immediately make a reservation that by Kostroma I mean not only the modern region, but the entire area that has ever historically been associated with Kostroma. The USSR is also a part of the great historical Russia. In this sense, even the entire era of the Russian Romanov Empire is the Kostroma region. Or: many toponymic objects of our native land are called mysteriously beautiful: Sharya, Shunga, Shekshema, Sholezhka, - we need to find out what kind of peoples — and where are they now? — we left such euphonious archetypal combinations, because these are our Kostromsky peoples, these are our Kostroma people. Or, say, the classic of American and world sociology Pitirim Alexandrovich Sorokin writes in his autobiographical scientific novel "The Long Way" that he studied at the Khrenovskaya (what a strong word!) teachers' seminary of Kostroma province, but in an administrative row for propaganda activities, gendarmes were taken by sledge to the prison of the city of Kineshma - is this not a fact for Kostroma, and primarily for him, local history, although Kineshma has long been attributed to the Ivanovo region, and Pitirim Alexandrovich is buried on the other side of the planet?! I have not the slightest doubt that Kostroma provided spiritual food, gave birth to and nurtured a huge intellectual diaspora with extremely valuable material on a national, global scale. And this is both in direct and indirect order, in the form of a chain reaction. Apparently, it is easy for an intelligent person to grow up in Kostroma, but it is impossible to live, and somewhere on the contrary. Therefore, it is not surprising that the geneticist academician D. K. Belyaev, who was born in the village of Protasov near Nerekhta, very close to Kostroma, glorified Moscow and Siberia with his discoveries and practical results, which immeasurably enriched the Soviet state treasury with foreign exchange income from the sale of the most valuable fur grown according to the biotechnology developed by him in a much shorter time than it usually turns out in nature. And in Kostroma, most likely, few people know who he is and what he is famous for. I will focus in more detail on one of the aspects of his great life. This happened back in the so-called pre-Perestroika times. In a series of his speeches, Dmitry Konstantinovich, based on the results of his and colleagues' research, emphasized, in his opinion, the determining role of the biological factor in shaping the content of human essence, of course, only in a philosophical, conceptual aspect. For some reason, this was opposed by a geneticist, as they say, persecuted at one time by the "senile" in selectionism (including human nature) by the Michurino-Lysenkoists, academician N. P. Dubinin, which personally remains incomprehensible to me until now. With a grateful curtsey to Academician Dubinin and his point of view, the famous French humanist, member of the Politburo of the French Communist Party Lucien Sav appeared on the pages of the Communist magazine. The material was clearly titled: "Problems are not only scientific, but also political." He very indecently attributed the views of academician Belyaev to "a reactionary ideology that tries to put genetics at its service, and more broadly, biology, in order to present all kinds of social inequalities of all kinds as inherent in nature itself"(1). I would like to see any ideology that does not try to "put this or that at its service," much less something worthwhile... A little later, the editorial of the Communist hit the "biologizers", and soon Dmitry Konstantinovich was gone. In short, it is only on the example of our fellow countrymen that you can write interesting, world-class essays on science and its history, but instead our scientists should fit their global potencies into a page and a half (good yet. if not entirely at their own expense), and then for at least three years to guess whether they will be published or not. Now it no longer surprises me how at one time, when, after reading the listener card I filled out, the sweetest girl from the IPKPON office at USU congratulated me for something. It turned out that the dean of the Faculty of Philosophy of USU, doctor, professor, Honored Scientist, and now academician Konstantin Niko-laevich Lyubutin is a countryman, Kostromsky, or rather Manturovsky by origin, as I write below in the notes — we are Kostromendors. To him, my fellow citizen in the most subtle micropatriotic dimensions, I owe a lot in my professional and social development, even in survival. Because that's how it often turns out: you can be born here, sometimes you can live here... It's very hard. Maybe the Kostroma origin of an outstanding Russian historian of philosophy, organizer of science and education, educator and friend of a galaxy of people devoted to the Motherland and the cause is not a great milestone in the history of the region, but name me at least a dozen Russian cities on the scale of Kostroma, from where such intellectual ones would come out into the world and light luminaries like ours. No matter who you take from the world significance of the pillars of national (and world, and foreign, - even the great Rabbi of Lubavitcher spent three years in exile in a Campfire, — I learned from some foreign voices) history, literature, culture in general, technology, science and so on - you will always find someone, which is very directly related to Kostroma. Pushkin, Lermontov, Gorky. Alexander Nikolaevich Ostrovsky, Pisarev, Uspensky, Katenin, Florensky, Savrasov, Kustodiev, Dyagilev, Mikhalkov, Alexander Alexandrovich Zinoviev; writers, artists, entrepreneurs, revolutionaries, inventors, politicians... In some world-famous for its classic Russian provincialism, Kologriv has been storing, figuratively speaking, unique sketches, if not of Leo-Nardo da Vinci himself, then certainly of his school, almost since the seventeenth century. And not only that. Nevertheless, the well-known Chukhloma to the Fatherland, in addition to thinkers of the rank of Rozanov and Zinoviev (where should domestic philosophers mature and not be born, if not in Chukhloma, Manturov or Khrenknowswhere?), gave an actor of amazing, national, originality — Mikhail Pugovkin, who can not be confused with anyone, a role that no one will repeat. The first is in the Critique of Pure Reason, where in the "Deduction of the Categories" Kant writes: Motion, as an act of the subject , (...) and therefore the synthesis of the manifold in space, first produces the concept of succession—if we abstract from this manifold and attend solely to the act through which we determine the inner sense according to its form. In this passage Kant simply refers to the concept of motion, and the immediate context in which this reference occurs reveals little about what he means by it. In the Metaphysical Foundations of Natural Science, however, motion plays a more significant role, and, concomitantly, it is in his writings on natural science that Kant most fully expresses his thoughts on the subject. For present purposes, the most relevant passage is paragraph 15 of the Preface of the Metaphysical Foundations, where Kant says that the concept of matter had … to be carried through all four of the indicated functions of the concepts of the understanding , where in each a new determination of this concept was added. The original proof of the four-color theorem by Appel and Haken sparked a controversy when Tymoczko used it to argue that the justification provided by unsurveyable proofs carried out by computers cannot be a priori. It also created a lingering impression to the effect that such proofs depend heavily for their soundness on large amounts of computation-intensive custom-built software. Contra Tymoczko, we argue that the justification provided by certain computerized mathematical proofs is not fundamentally different from that provided by surveyable (...) proofs, and can be sensibly regarded as a priori. We also show that the aforementioned impression is mistaken because it fails to distinguish between proof search (the context of discovery) and proof checking (the context of justification). By using mechanized proof assistants capable of producing certificates that can be independently checked, it is possible to carry out complex proofs without the need to trust arbitrary custom-written code. We only need to trust one fixed, small, and simple piece of software: the proof checker. This is not only possible in principle, but is in fact becoming a viable methodology for performing complicated mathematical reasoning. This is evinced by a new proof of the four-color theorem that appeared in 2005, and which was developed and checked in its entirety by a mechanical proof system. (shrink)

Konstantin Pollok offers the first book-length analysis of Kant's theory of normativity that covers foundational issues in theoretical and practical philosophy as well as aesthetics. Interpreting Kant's 'critical turn' as a normative turn, he argues that Kant's theory of normativity is both original and radical: it departs from the perfectionist ideal of early modern rationalism, and arrives at an unprecedented framework of synthetic a priori principles that determine the validity of our judgments. Pollok examines the hylomorphism in Kant's theory (...) of normativity and relates Kant's idea of our reason's self-legislation to the 'natural right' tradition, revealing Kant's debt to his predecessors as well as his relevance to contemporary debates on normativity. Synchronic norms of theory choice, a traditional concern in scientific methodology, restrict the theories one can choose in light of given information. Diachronic norms of theory change, as studied in belief revision, restrict how one should change one’s current beliefs in light of new information. Learning norms concern how best to arrive at true beliefs. In this paper, we undertake to forge some rigorous logical relations between the three topics. Concerning, we explicate inductive truth conduciveness in terms of optimally direct (...) convergence to the truth, where optimal directness is explicated in terms of reversals and cycles of opinion prior to convergence. Concerning, we explicate Ockham’s razor and related principles of choice in terms of the information topology of the empirical problem context and show that the principles are necessary for reversal or cycle optimal convergence to the truth. Concerning, we weaken the standard principles of agm belief revision theory in intuitive ways that are also necessary for reversal or cycle optimal convergence. Then we show that some of our weakened principles of change entail corresponding principles of choice, completing the triangle of relations between,, and. (shrink)

The breadth and ambiguity of philosophical concepts opens the door to the most diverse interpretations of these concepts and their manifold relations. Often the ideological use of philosophical concepts and ideas descends to the level of everyday meanings in which vagueness and even primitivism become a regular phenomenon of spiritual everyday life. The basic task of professional philosophers is to define clearly the subject of their science. This task is, of course, very difficult, as is evident from the multitude of (...) different definitions of philosophy that have been offered by its many creators and, especially, by its lovers. Without claiming complete originality, the author of this article offers his understanding of this extremely important question. Further, the author considers it an elementary point to seek the answer in the two-thousand-year history of philosophy, which has developed its defining concepts and terms. On the other hand, a reliance on the principal facts of contemporary scientific knowledge of human evolution and our civilization is no less widespread. Thus, a retrospective view of the subject of philosophy through its history coincides with a prospective approach. (shrink)

PA is Peano Arithmetic. Pr(x) is the usual Σ1-formula representing provability in PA. A strong provability predicate is a formula which has the same properties as Pr(·) but is not Σ1. An example: Q is ω-provable if PA + ¬ Q is ω-inconsistent (Boolos [4]). In [5] Dzhaparidze introduced a joint provability logic for iterated ω-provability and obtained its arithmetical completeness. In this paper we prove some further modal properties of Dzhaparidze's logic, e.g., the fixed point property and the Craig (...) interpolation lemma. How is time transformed when signs appear? In the sign system of the conditioned reflex, the sign (conditioned stimulus) reverses, changes the direction of time, and overcomes its unidirectionality and irreversibility. In a sense, there is a “return” to the past in the form of the future when the sign is introduced. The sign serves as a “Time machine” of sorts. The mechanism of time transformation is possible because a mirror is embedded inside the sign, the surface of which represents (...) the psychological present time. When past experience meets that surface in the present, it may be reflected in the form of a future event. In the course of reflection, time changes its direction: if earlier time flowed from the event (the cause), it subsequently flows to other events (the purpose). Previously inaccessible past experience is now projected into the present, “comes to life” in it and is transformed into the future. In humans, unlike in animals, signs of the second order appear. Inside the signs of the second order, a mirror is built in, and the experience of the past as a subject is reflected in the future form as an object. An individual has the opportunity to consider oneself externally as an object. It goes beyond the subjective form. Thus, secondary signs once again change time direction. Due to this phenomenon, time becomes doubly reversible: first it turns around in a conditioned stimulus, and then in a secondary sign. (shrink)

Luce and Narens (Journal of Mathematical Psychology, 29:1–72, 1985) showed that rank-dependent utility (RDU) is the most general interval scale utility model for binary lotteries. It can be easily established that this result cannot be generalized to lotteries with more than two outcomes. This article suggests several additional conditions to ensure RDU as the only utility model with the desired property of interval scalability in the general case. The related axiomatizations of some special cases of RDU of independent interest (the (...) quantile utility, expected utility, and Yaari’s dual expected utility) are also given. (shrink)

Edelman suggests that any shape is encoded by an excitation vector with components corresponding to excitations of corresponding neuronal modules. This results in discrimination of stimuli in a shape space of low dimensionality. Similar vector encoding is present in color vision. Red-green, blue-yellow, bright and dark neurons are modules that represent a number of different color stimuli in color space of low dimensionality. Vector encoding allows effective computation of color differences and color similarities. Such a neuronal vector-encoding approach has also (...) been applied to the perception of visual movement, line orientation, and stereopsis. (shrink)

By taking into account some texts published between the first and the second edition of the Critique of Pure Reason that have been neglected by most of those who have dealt with the deduction of the categories, I argue that the core of the deduction is to be identified as the ‘almost single inference from the precisely determined definition of a judgment in general’, which Kant adumbrates in the Metaphysical Foundations in order to ‘make up for the deficiency’ of the (...) A-deduction. Whereas the first step of the B-deduction is an attempt to show that the manifold of an intuition belongs to the ‘necessary unity of self-consciousness’ by means of the synthesis of the understanding, the second step has the task of showing that the very same synthesis is responsible for the spatio-temporal unity of the manifold. Thus, Kant's ‘answer to Hume’ is that no spatio-temporal objects of experience at all are merely ‘given’, independently of the conceptual activities of the understanding. Against the established view I substantiate the claim that with this ‘almost single inference’ of the second proof step the distinction between judgments of perception and judgments of experience consequently vanished from Kant's thinking. In this paper, we tackle the widely held view that practice-oriented approaches to ethics are conservative, preserving the moral status quo, and, in particular, that they do not promote any (fundamental) change in our dealings with animals or formulate clear principles that help us to achieve such change. We shall challenge this view with reference to Wittgensteinian ethics. As a first step, we show that moral thought and action rest on basic moral certainties like: equals are to be treated equally (...) and unequals unequally. We then explore the relations between this insight and the notion of the difficulty of reality elaborated by Cora Diamond. Our goal is to show that a Wittgensteinian-Diamondian approach to animal ethics is not necessarily morally conservative. Indeed, it offers a profound practice-oriented approach to animal ethics that is capable of promoting change in human dealings with animals because it is compatible with radical critique. (shrink)

Author contends in the paper that there exists, in contemporary world philosophy, the necessity for a new branch?the philosophical cosmology. Meeting this challenge himself, author introduces an original framework of cosmological assumptions, aimed to create the fundamentals for the new discipline. His own original approach builds on the Russian cosmist philosophical tradition of pan?unity and active evolution. Working on this basis, he states the core elements of the new discipline: its subject, object, purpose, method, and key conceptions (including the conceptions (...) of ?Cosmist Dualism? and ?Homo sapience cosmicus?. He also characterises the corps of philosophical cosmology, which should be constituted of the philosophers?"synthesists? disposed to undertake the ?all?embracing synthesis? in the true area of ?epistemological realism?. The RNA editing enzyme ADAR1 seemingly has more functions besides RNA editing. Mouse models lacking ADAR1 and sensors of foreign RNA show that RNA editing by ADAR1 plays a crucial role in the innate immune response. Still, RNA editing alone cannot explain all observed phenotypes. Thus, additional roles for ADAR1 must exist. Binding of ADAR1 to RNA is independent of its RNA editing function. Thus, ADAR1 may compete with other RNA-binding proteins. A very recent manuscript elaborates on this and reports (...) competition of ADAR1 with STAUFEN1, thereby modulating RNA-degradation. ADAR1 is also known to recruit proteins such as DROSHA to nascent transcripts. Still, many open questions remain. For instance, the biological role of the Z-DNA binding domains in ADAR1 is not defined. Moreover, the impact of ADAR1 on the RNA-folding landscape is unclear. In sum, moonlighting functions of ADAR1 may be manifold and have a great impact on the transcriptome. Adenosine to inosine RNA editing by ADAR1 is mostly known for its role in the innate immune response to help discriminate self from non-self RNA. ArgumentPost-Stalinist reforms resulted in dramatic changes in the ways of operation of Soviet science: one can say that they altered the very understanding of what science was, or should be, in the socialist society. A new vision came about as a result of political and rhetorical efforts of scientists, who pushed forward their various, often conflicting, agendas acting in accordance with specific rules of Soviet polity. The most visible part of the reform came with the 1961 administrative reorganization of the (...) USSR Academy of Sciences. The related series of changes, however, was much broader and comprehensive, modifying the relationships between science and ideology, politicians and academic researchers, and establishing the very division between fundamental and applied research, which had been strongly rejected during the preceding Stalinist period. IMMANUEL KANT GRADUATED IN 1755 from the University of Königsberg on the basis of the dissertation On Fire and with the essay A New Exposition of the First Principles of Metaphysics written specifically for the occasion; he took up a position as lecturer in the same year. In 1756 he wrote a third Latin essay, the Physical Monadology, and applied for a professorship at the Albertina in Königsberg. The application was unsuccessful and, more significantly, the work failed to attract the (...) attention Kant had hoped. He had to wait until 1770—some fourteen years later—for an appointment as full professor in Königsberg, and it was not until the publication of the Critique of Pure Reason in 1781 that he finally established his reputation as a philosopher. This article is a commentary on ChatGPT and LLMs (Large Language Models) in general. It argues that this technology has matured to the point where calling systems such as ChatGPT “stochastic parrots” is no longer warranted. But it also argues that these systems continue to have serious limitations when it comes to reasoning. These limitations are much more severe than commonly thought. A large array of examples are given to support these claims.

The article offers a discursive account of what generality in machine learning research means and how it is constructed in the development of general artificial intelligence from the perspectives of cultural and media studies. I discuss several technical papers that outline novel architectures in machine learning and how they conceive of the “world”. The agency to learn and the learning curriculum are modulated through worlding (in the sense of setting up and unfolding of the world for artificial agents) in machine (...) learning engineering. In recent computer science articles, large models trained on Internet-scale datasets are framed as general world simulators—despite their partiality, historicity, finite nature, and cultural specificity. I introduce the notion of “model worlds” to refer to composable interactive environments designed for the purpose of machine learning that partake in legitimising that claim. I discuss how large models are grounded through interaction in model worlds, arguing that model worlds mediate between the sheer scale of language models and their hypothetical capacity to generalise to new tasks and domains, rehashing the empiricist logic of “big data”. Further, I show that the emerging capacity of artificial agents to generalise redraws the epistemic boundary between artificial agents and their learning environments. Consequently, superficial statistics of language models and abstract action are made meaningful in distilled model worlds, giving rise to synthetic agency. (shrink)

Various publications claim that medical AI systems perform as well, or better, than clinical experts. However, there have been very few controlled trials and the quality of existing studies has been called into question. There is growing concern that existing studies overestimate the clinical benefits of AI systems. This has led to calls for more, and higher-quality, randomized controlled trials of medical AI systems. While this a welcome development, AI RCTs raise novel methodological challenges that have seen little discussion.
